US Import Rules for Copper Scrap
- Tariff classification. Copper waste and scrap is classified under HTS heading 7404, which carries a general duty rate of free.
- Section 232 copper tariffs. The 50% Section 232 tariff that took effect on 1 August 2025 applies to semi-finished copper products and copper-intensive derivatives. Copper scrap, along with ores, concentrates, cathodes and anodes, was excluded. Trade measures can change, so confirm the current treatment with your customs broker before contracting.
- Importer Security Filing (ISF 10+2). Ocean shipments to the US require an ISF filed before loading at Dar es Salaam, so we share shipment details early.
- Radiation screening. Scrap containers pass through CBP radiation portal monitors at US ports, and clean, well-documented loads clear faster.
