What Indian Importers Need to Clear Copper Scrap
Copper scrap is classified under HS heading 7404 (copper waste and scrap). Before you place an order, make sure the following are in place:
- Import Export Code (IEC) issued by the DGFT to the importing company.
- Pre-Shipment Inspection Certificate (PSIC). Under the DGFT public notice of January 2022, only metal scrap from a short list of origins (USA, UK, EU, Canada, Australia and New Zealand) can enter through designated ports without a PSIC. Scrap of Tanzanian origin therefore needs a PSIC issued by an inspection agency recognised by the DGFT, together with a certificate that the cargo is free of radioactive material and explosives.
- Duties and taxes. Basic Customs Duty, Social Welfare Surcharge and IGST are calculated on the assessable (CIF) value. Copper scrap duty rates have changed in recent Union Budgets, so confirm the current rate with your customs house agent before you contract.
- Pollution control consent. Units that melt or process scrap need the relevant consent from their State Pollution Control Board.
